Sarasota Manatee MPO Agenda Results: April 25, 2016

BRADENTON – At Monday's MPO meeting, members voted to approve their 2016 Project Priority list and a Federal Transit Administration Grant application for Sarasota County Area Transit projects. In other business, Manatee County Commissioner Betsy Benac asked for MPO support in applying for a federal TIGER Grant (Transportation Investment Generating Economic Recovery).

II. CAC/TAC/BPTAC CHAIR’S REPORT
Commissioner Charles Hines Sarasota County

1. Mr. Jordan Leep, Citizen Advisory Committee (CAC) Chair, will report on the activities of the April 7, 2016 CAC meeting and provide the MPO Board an opportunity to direct questions.
 
2. Ms. Paula Wiggins, Technical Advisory Committee (TAC) Chair, will report on the activities of the April 11, 2016 TAC meeting and provide the MPO Board an opportunity to direct questions. – Wiggins said the Committee reviewed the 2016/17 – 2017/18 work priorities and discussed the roundabout at U.S. 41 and 47th Ave.
 
3. Mr. Tom Denslow, Bicycle/Pedestrian/Trails Advisory Committee (BPTAC) Chair, will report on the activities of the April 4, 2016 BPTAC meeting and provide the MPO Board an opportunity to direct questions. – Denslow said he wanted to thank FDOT for the seven foot wide sidewalk going in on the SR64 and I-75 project."With cars doing 60 mph it is important having this width," he said. Denslow added, "One of our biggest issues is the traffic."
 
III. PTTF REPORT (Public Transportation Task Force) 
The PTTF did not meet in April.
 
IV. FDOT REPORT
 
1. FDOT will provide the MPO with an update on activities and issues and provide the MPO Board members an opportunity to direct questions. – FDOT Secretary Billy Hattaway said, "In defense of the criticism over roundabouts, and particularly to the Jacaranda roundabout (mentioned by a citizen who claimed the accident rate was too high and the intersection was dangerous) we advise using them; they are the safest." Hattaway said when he first came to the MPO in 2011 there was a PD&E on the DeSoto bridge but it was replaced with a regional study by the request of the board. One of the first actions put forth by Commissioner Benac when she was first elected was to get that PD&E off the priority list and focus on other projects.
 
V. MPO EXECUTIVE DIRECTOR’S REPORT
1. The MPO Executive Director, David Hutchinson, will update the Board 9Members on activities and issues. – Hutchinson said Leigh Holt was hired as Planning Manager. Holt has 20 years experience on the east coast, and helped to establish the Public Endowment Program and assisted to secure funds for the regional trails. Hutchinson said the new rules are coming soon for MAP 21, and that the old performance measures used were not as effective as once thought.
 
VI. CHAIR’S REPORT 
1. The MPO Chair, City of Bradenton Councilman Patrick Roff, will update the Board Members on activities and issues.
 
VII. CONSENT SECTION All matters listed under the Consent Section are considered to be routine and will be enacted by one motion. There will be no separate discussion of these items. If discussion is desired by an MPO Board member, that item will be removed from the Consent Section and will be considered at the end of the section.
 
1. Approval of Meeting Minutes 
Staff will seek a motion to approve the March 28, 2016 Minutes of Sarasota/Manatee MPO Regular Board meeting.
 
2. Recommendation of Manatee County Government as the Community Transportation Coordinator for Manatee County 
Staff will seek a motion recommending Manatee County Government (Manatee County Area Transit) as the Community Transportation Coordinator for Manatee County.
 
3. Sarasota/Manatee MPO Planning Agreement with the Florida Department of Transportation (FDOT) Staff will see a motion to approve the Planning Agreement.
 
4. FY 2016/17-2017/18 Unified Planning Work Program (UPWP)
 Staff will seek a motion for the adoption of the UPWP for Fiscal Year 2016/17-2017/18.
 
5. Interlocal Agreement to Create and Administer a Brownfields Assessment Coalition 
Staff will seek a motion to approve the Brownfields Interlocal Agreement to create and administer a Brownfields Assessment Coalition between the MPO, the cities of Bradenton, Palmetto and Manatee County. –

VIII. BOARD ACTION
1. 2016 Project Priorities (Colleen McGue, MPO) 
Staff will seek a motion for Board adoption of the MPO’s 2016 Project Priority Lists for Major Improvement, Congestion Management System (CMS), Multimodal Emphasis Corridor (MMEC), and Transportation Alternative Projects (TAP). – McGue reviewed each of the top three to five projects on the five different categories. The motion was amended by Manatee County Commissioner John Chappie, to exclude #2 and #3 (sidewalks and bike racks) on the 2016 US 41 Multi-Modal Emphasis Corridor projects priority list for discussion at a later date. 2. Sarasota County’s Federal Transit Administration (FTA) Sections 5307 and 5339 Grant Applications (Andrew Boster, Sarasota County) 
Sarasota County is seeking a motion for MPO endorsement of the Sarasota County Area Transit’s (SCAT) Program of Projects. – Approved, Unanimous

IX. REPORTS AND PRESENTATIONS (May Require Board Action) 
There are no reports or presentations scheduled.
X. COMMITTEE REPORTS 
1. Tampa Bay Area Regional Transportation Authority (TBARTA)
XI. MEMBER COMMENTS – Commissioner Benac made a motion requesting support (by a vote) for a TIGER Grant that can be used for a range of projects. She said she would be going to D.C. to sew-up the deal. – Approved, Unanimous
 
XII. NEXT MEETING DATE 
The MPO Board will not meet in May; the next regular MPO meeting will be held June 27, 2016, at the Holiday Inn, 8009 15th Street East, Sarasota, Florida 34243.
