School Board of Manatee County Regular Meeting Results

BRADENTON -- The School Board of Manatee County approved several agenda items last night. They approved application for Race to the Top grants amounting to over five million dollars. The board also unanimously adopted an amendment to student policy assignment which addressed three main areas in Policy 5.7. After speaking with several principals and athletic directors, they omitted the clause that would have prevented students from participating in athletic activities immediately after transferring – instead they would have been required to wait a period of time. The two primary areas that were adjusted aligned language use and students transferring from out of state. The board honored several teachers of the year.

  • The Florida Council of English Teachers (FCTE) has selected Pandora’s Punishment, a play written by two Haile Middle School sixth grade students, Adam Caldwell and Ronnie Perrault, as the best in the State of Florida in the annual FCTE writing contest.

Adam and Ronnie’s play will be published in the FCTE magazine, Gulfstream 2010.

  • Ms. Elizabeth Smith, Curriculum Specialist for K-12 Social Studies, will recognize and present certificates to the elementary, middle, and high school social studies teachers of the year.
  •  Mr. Brian Davis is the Manatee County Elementary Social Studies Teacher of the Year.   Brian is a first grade teacher at Oneco Elementary School.
  •  Mrs. Jaimi Lowe, seventh grade World Geography and Career Planing teacher at Nolan Middle School, is the Middle School Teacher of the Year.  
  •  Mr. Tom Honsa is the high school Social Studies Teacher of the Year.

  • Farm City Week is a program created by Kiwanis International to be celebrated each year during the Thanksgiving Season.  The purpose of Farm City Week is to improve communication and mutual understanding between farmers and urban residents.

  • Advancement Via Individual Determination (AVID) is a program that targets students in the academic middle, with the goal of post-secondary education admission and success, and provides them support while encouraging them to embark on a more rigorous curriculum

  •  A monthly update.
  • Barbra Harvey spoke of possible county law suits against the Florida Legislature if they are charged penalties for not complying to the class size amendment.

  • There are three main areas in Policy 5.7 being addressed.  The first aligns language used in Policy 5.7 with Policy 5.7.1, Student Enrollment and Educational Decisions.  The second addresses Florida High School Athletic Association eligibility for students transferring between schools.  The third addresses students transferring from out of state.

  • The School Board has, over the years, contracted with several providers for clinical experience and/or on the job training for district students. In order for the students to participate in this type of clinical or on-the-job experience, it is necessary for each of the participating offices to sign an agreement with the school district.


26. Approval of Continuing Transportation Agreement Between the School Board of Manatee County and Manatee County Government for School Bus Field Trip Transportation Services - p.37

  • This contract between Manatee County Government and the School District of Manatee County is being established to allow the Transportation Department to provide field trip services to the Parks and Recreation Department Summer Camp Program.

Construction Services
33. Approval of Manatee High School - Davis Building Replacement - Amendment 7 - Agreement Between Owner and Creative Contractors, Inc. - Guaranteed Maximum Price Adjustment - p.44

  • The American Recovery and Reinvestment Act of 2009 authorized the issuance of Qualified School Construction Bonds (QSCBs) to finance school construction and other eligible projects for public schools.  Under this program, qualified school districts can borrow funds with no interest costs.  The Manatee County School District applied to the Florida Department of Education for an allocation from the QSCB program and received a final allocation of $21,600,000.00.  This financing will be used to finance the Manatee High School Davis Building Replacement Project.

34. Approval of Matzke Complex Modernization - Change Orders 15 and 16 - Agreement between Owner and Willis A. Smith Construction, Inc. - p.46

  • Approval of Matzke Complex Modernization - Change Orders 15 and 16 – is an agreement between Owner and Willis A. Smith Construction, Inc. The purpose of the requested action is to increase the Guaranteed Maximum Price by the amount of Change Order 15 and Change Order 16. The increase reflects the reconciliation of material cost estimates to the actual Direct Material Purchase expenditure and replaces the associated unrealized, potential Sales Tax Savings.


35. Approval of Palmetto Elementary School - Boys and Girls Club Amended Easements with Corrective Legal Description - p.47

  • School District staff was recently notified that the legal description for the Boys and Girls Club contained a scrivener’s error that requires correction. This legal description was an exhibit in several easements pertaining to the purchase of the new Palmetto Elementary school site.
  • 36. Approval of Amendment 1 - Agreement Regarding the Transfer of Lands and Construction and Operation of Park Facilities, and Authorization for the Superintendent to Terminate the Agreement in the Event the Extension is Not Agreed Upon by All Parties
  • The School Board approved the original Agreement Regarding the Transfer of Lands and Construction and Operation of Park Facilities Among Manatee Fruit Company, Inc., Manatee County, the City of Palmetto and the School Board of Manatee County on September 27, 2010.
  •  The School Board was informed that the City of Palmetto is requesting additional time to complete their due diligence on Manatee Fruit Company Property.  Due to the fact this is a multi-party agreement -- an extension by any party would only be valid if all parties agree to extend this due diligence period.  The original deadline for due diligence is November 8, 2010 and the extension would change the deadline to December 8, 2010.
  •  There are no additional costs to be incurred by the School Board directly related to this amendment and there are no terms which adversely affect the interest of the School Board.


Finance
37. Approval of Board Certification and the Amended Project Allocation List for the 2009-2010 Classrooms for Kids Program - p.48

  • Section 1003.03(4)(a), Florida Statutes, provides that school districts not in compliance with class size reduction requirements according to Section 1003.03(2), Florida Statutes, may have a portion of their operating Class Size Reduction Allocation transferred to an approved fixed capital outlay account.  Section 1013.735, Florida Statutes, establishes the Classrooms for Kids Program to administer state appropriations for class size reductions.
  •  The District received a Classroom for Kids appropriation of $113,181.00 for the 2009-2010 fiscal year.  

38. Approval of Capital Outlay Bond Issue Amendment - p.49

  • The Florida Department of Education issues Capital Outlay Bonds (COBI).  These funds may be used to fund any project appearing on the project priority list (PPL).

39. Approval of the Year to Date Financial Statements Through August 2010 - p.50

Human Resources

40. Approval of the Appointments, Change of Assignments, Deceased, Promotions, Reappointments, Reassignments, Recommendations for Professional Service Contracts, Resignations, Retirements, Terminations and Transfers - p.52

  • The personnel recommended for Appointment for the 2010-2011 school year have been interviewed by members of the administrative staff and have applications with favorable references in Human Resources.
41. Approval to Accept the Waiver of the Provisions of Article V Section 6c of the Master Contract Between the School Board of Manatee County and the Manatee Education Association (MEA) in regard to Braden River Elementary School - p.54
  • Braden River Elementary School requests a waiver of the language in Article V Section 6c of the Master Contract between the School Board of Manatee County and the Manatee Education Association (MEA) which pertains to offering the teachers the opportunity to have their early out days outside the first quarter. They are requesting to do this because many teachers have expressed the desire to have their early out days later because of the beginning of the year responsibilities.  This waiver is in effect for the 2010- 2011 school year only.  The MEA Executive Board has approved the waiver.
