BRADENTON – The Bradenton City Council met at 9 a.m. yesterday for a regularly scheduled meeting.
The Council issued the proclamation that May 10 is Salvation Army Week.
The Council issued the proclamation that the City of Bradenton supports the National Guard unconditionally.
The council thanked State Representative Ron Reagan for his work on the red light camera issue.
Representative Reagan in turn thanked the council for their initiative on the issue. ”I’d like to thank the council for taking up this issue and paving the way for that work and really doing the right thing, in my opinion, from the start.“
The consent agenda was approved 4-0 with Commissioner Barneby out of the room.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRADENTON, FLORIDA SUPPLEMENTING RESOLUTION 09-81 REGARDING THE CITY'S INDUSTRIAL DEVELOPMENT REVENUE BONDS, SERIES 2009 (MANATEE COUNTY RURAL HEALTH SERVICES, INC. FIRST READING OF PROPOSED ORDINANCE 2917
AN ORDINANCE OF THE CITY OF BRADENTON, FLORIDA, DECLARING ZONING IN PROGRESS AND A MORATORIUM AS TO THE FILING AND/OR RECEIVING OF ANY PETITION OR ANY APPLICATION FOR THE ESTABLISHMENT OF PAIN MANAGEMENT CLINICS AS DEFINED HEREIN; PROVIDING THAT ZONING IN PROGRESS AND THE MORATORIUM SHALL BE IN EFFECT FOR A PERIOD OF ONE (1) YEAR OR WHICH SHALL TERMINATE ON THE EFFECTIVE DATE OF THE CITY’S ADOPTION OF LAND USE AND DEVELOMENT REGULATIONS TO REGULATE PAIN MANAGEMENT CLINICS; PROVIDING FOR LEGISLATIVE FINDINGS, INTENT AND PURPOSE; PROVIDING FOR A DEFINITION OF PAIN MANAGEMENT CLINIC; PROVIDING FOR THE BOUNDARIES SUBJECT TO THE MORATORIUM; PROVIDING FOR SEVERABILITY; PROVIDING FOR THE REPEAL OF LAWS IN CONFLICT; AND PROVIDING FOR AN EFFECTIVE DATE.
Movement to accept first reading was adopted 5-0; Second reading and public hearing were set for May 26, 6 p.m.
A request of application for vehicle for hire permit acceptance for Suncoast Taxi LLC was made. Suncoast had previously been informed on several occasions that they were not in compliance with city regulations regarding permitting. They were again indicated in a police sting in April, 2010. They have since come into compliance, presenting a vehicle that was deemed to be in ”fair ”condition and have to this point met all criteria to come into compliance for such a permit.
The motion was approved 5-0
The Council, led by Councilman Gallo, expressed sympathies for the recent passing of local citizens, Harold Floyd and B.C. Bass.
Commissioner Barneby thanked Carl Callahan for his appearance at a Service Club luncheon to help disseminate information on the challenges created by this year’s budget.
Councilman Roff reported on his recent trip to Washington, D.C., representing the Manasota League of Cities, who were supporting the ”Local Jobs for America Bill", to help municipalities retain and replace employees lost through the recession. Commissioner Roff expressed tremendous concern for the budget challenges that face the city. If enacted, the bill would provide the City of Bradenton with $8 million over two years. The league picked up Congressman Betty Castor, D-FLA, as a co-sponsor.
”We have been taking money out of reserves for three of the four years that I have been in office, and we just cannot continue that forever,“ said Roff.
Pasteur Davis with Joseph Storehouse Resoration Center, the first faith-based Florida licensed treatment center, addressed the council and invited them to the groundbreaking, 9 a.m., May 21, at 1027 9th Street West. The facility is a 40-man, level 2, residential drug and alcohol rehabilitation center.
Mayor Poston entered a letter into the record from citizens praising Detective James Curulla of the Bradenton Police Department. The letter wished to recognize the outstanding work that Detective Curulla has done on their case. The citizens who authored the letter were victims of a home invasion.
The Mayor also proposed the development of a downtown policy to set expectations for events.
Fire Chief Mark Souders praised his department and cited swift water training as an important part of their preparedness.
Tim Polk, Planning and Community Development, reported that his department had cited 22 or 23 cases in a crackdown on illegal vendors this past weekend.
