Chester Bullock is challenging six-term incumbent Charles Hackney for the position of county Property Appraiser. As a longtime businessman with experience in property appraisal and several other fields, including hydroponic manufacturing, hydroponic farms, chemical mixing, fencing, semi truck repair, and a marine appraising company, Bullock believes he is the best person for a job that he says should be limited to two four-year terms.
Q: Can you talk about your educational experience?I have a Military Degree and attended El Paso Community College.
Q: Can you talk about the experiences in your professional life that you think have helped qualify you for the job of Property Appraiser?
I have purchased many companies that requires an appraisal value of assets and company worth. I have appraised Vessels of all sizes. I have appraised buildings, properties, autos, etc. Owning a business requires many different phases of appraising. My business experience is widespread and gives me the ability to look at the whole picture instead of just a small frame of observation.
Q: Can you advise what kind of term limit should be specifically applied to the position of Property Appraiser?No more than two 4 year terms. It is supposed to be a Public Service position. One should not become a career politician. Too many times our elected officials find that staying in office is much easier than going out into the business world and seeking a position that requires more knowledge and hard work. It is easier to do the same thing over and over. Getting outside the box requires initiative and determination. Too much time in office also creates cronyism. And sometimes it creates those who break the law, feeling it is alright for them to do something illegal because of their time in office.
