Local Government Manatee BOCC Meeting Results: 4/10/2012

BRADENTON -- The Manatee County Commission convened Tuesday for a regular meeting. Perico Reserve is moving along on schedule and so is Neal Preserve. Medicare cost saving law may present a budgetary challenge, and Ken LaBarr is Manatee County's employee of the month.

4. Employee of the Month Ken LaBarr Attachment: LaBarr_Ken.pdf -- Ken started working for the county in 1994. He worked in customer service until 2009. His boss at Public Works, Andy Fichser, said LaBarr is always concerned with what's right, adding, "Ken has done an outstanding job at zoning infrastructure inspections. LaBarr was in attendance with his wife, son and soon to be new member of the family. Ken's wife Katie LaBarr, also works for Manatee County as a principal planner. Ken expressed much thanks for being chosen as employee of the month.

5. Dr. Mary Fulford Green Day -- The Fulford family moved to Cortez almost 125 years ago. They have left a 95-acre fish preserve and museum. Mary is a member of the Cortez Village Historic Society

6. National Crime Victims' Rights Week Attachment: proc_crime victims. -- There are 18 million people that are victims of criminal activity each year. Suzie Brown, with Victims Advocates at the Manatee Sheriff's Office brought in their therapy assistant, GeeBee, a black Labrador who assists with children in cases when needed. GeeBee helps witnesses keep calm and relaxed.  

7. Taking it to the Streets Month - Try Transit Day Attachment: proc_transit day. -- Commission thanks Carl Hunsinger, Traffic Division Manager at MCAT, for all of the advanced work making public transportation more available. Chairman thanked Hunsinger for his quick response and success with the Beach Trolly.

32. Resolution R-12-68 Tropicana Manufacturing Application to Vacate Certain Rights of Way -- Commissioners thanked Tropicana for the jobs and economic engine they have been for Manatee county. Most of the commission have recently visited their new facilities and were amazed. Commissioner Gallen said "I always thought that wonderful smell of orange came from the cooking of oranges, only to find that is just the peel drying for cattle feed." Commissioner McClash said he was amazed to see that Tropicana had a 250 K generator plant there for emergencies, adding, "that has got to be a asset for the county." -- Approved, Unanimous

Natural Resources

33. Perico Preserve Seagrass Mitigation Project -- Natural Resourse Department Director Charlie Hunsicker, brought a pictorial map of the Seagrass concept plan. There are 15 acres of seagrass and a 28-acre pond that has a island in the middle for sea birds. Commissioner McClash said, "an environmentally friendly low impact reserve," adding "I think this is the icing on the cake." Hunsicker said, "We will not receive the construction plan until we get the budget." He added they should have things well on their way by the end of the year. -- Approved, Unanimous

G. REPORTS Administrator

34. 2012 Legislative Wrap-up with Cari Roth reviewed the last round of legislative decisions. The District lines were thrown out of court, State Senator Bennett is term-limiting out, Medicaid issued - did extend the payout period and flipped the burden of proof. Passed - tangible personal property aimed at small businesses. Didn't pass - Pre-trial detention, Resort gaming issue, the fertilizer laws and Stand Your Ground rule will be an issue.

COMMISSIONER AGENDA COMMISSIONER COMMENTS

35. Commissioner Comments, 

-- DiSabatino said, Sales are up, market is up and foreign buyers are here.

-- McClash said, "I got a call the other day and someone asked if some county employee got a $5,000 bonus, I said, 'I don't know.' We should be getting a heads-up on things like this. Somehow it would be good to be able to tell them what for. We should be notified.'"

-- Whitmore said, "We should send a letter to Palmetto and tell them we approve going forward with the 7th Street South project. I make a motion to send them a letter stating that."

-- McClash responded, "We have to quit sending letters. They all ready know."

-- DiSabatino said, "I feel like I am stuck on a merry-go-round."

-- Whitmore's motion was seconded  by Bustle, vote to send letter was -- Approved, 4 - 3, McClash, DiSabatino, and Gallen dissented.
