Local Government Manatee County Commission Agenda Results: April 21, 2015

BRADENTON  At Tuesday's BOCC meeting, members approved an interlocal agreement with the Manatee County School Board providing for an Impact Fee Study. In said business, commissioners approved a proposal to meet with the board to help expedite the study in a 'workshop/meeting' to re-enact fees.

CITIZEN COMMENTS (Consent Agenda Items Only)

Glen Gibellina -- commented on the devaluation of property value the county voluntary participates in. Gibellina commented on items #10, #13 and #21, and suggested that item #21 only cost the county $4,000, and what a great piece of property it would be for 'affordable housing.' 

 

Philip Brown -- from United Way, said the county needs to pay attention to the schools, kindergarten -- college, that this is where our future is and nothing is more important than the education of our children.

CITIZEN COMMENTS

Ed Goff -- recited a list of what he believes is wrong with the way Manatee officials are responding to criticism regarding the millions of dollars not available due to not responding to an expiration on suspended school impact fees. 

Goff said:

-- No teacher or school administrator would ever refuse any funding for the schools.

-- Any person who requested suspension of impact fees didn't have the best interest of our children in mind.

-- The School Board has no legal authority to suspend or impose impact fees.

-- School impact fees should have been resumed on July 28, 2013.

 

Later, when County Attorney William Clague characterized the process, Goff stood-up and said "Point of Order" which according to 'Robert's Rules' the speaker is then asked to specify exactly what is meant by their statement, because what was spoken is being challenged as being factual.

 

The chairman quickly asked Goff to sit down, and as Goff demanded to be recognized, security moved his way and Goff was warned he would be removed if he didn't take his seat. 

 

Goff sat and later Clague returned to clarify a few statements. He did state that Goff was correct, that his (Clague's) phrasing was lazy and misleading; but Clague did not apologize. 

 

Paul Valenza -- thought the county should quickly recognize that there is a need to change the School Board Impact Fees immediately. 

 

Velezena said that there are only one or two counties in the state that don't have impact fees, and we shouldn't waste any time getting ours back.

COMMISSIONER COMMENTS

Bustle -- made a motion to send a formal letter to the Manatee County School Board, requesting a joint workshop/meeting -- Approved, Unanimous 

 

Bustle soon made another motion: for legal to draft a letter to Sarasota County requesting a joint meeting on transit -- Approved, Unanimous

 

Smith -- wanted to thank all of those who attended his father's funeral. 

 

Whitmore -- said Will Robinson ran the Boston Marathon and finished, and that she would have the list of 'tenants' at the port for Glen soon.

 

Baugh -- reported some of the figures previously announced after Monday's Tourist Development Council meeting. She said occupancy is up to 95 percent, and the cost of a hotel room is up to $209 -- Baugh said "We need more hotels."

 

Benac -- came up with what she said was the total amount collected from impact fees, and said it equates to $16,910,614. "Now that's a lot of money," Benac said.
