Planning Director John Osborne: we need a more formal DRC (developer review committee) process; more formal meetings, make sure everyone necessary is there - ”a real pre-application meeting“ for developers. Right now, these are mixed in with staff meetings. We need something more formal with department head there for cross-pollination and so they can give applicants fast, coherent answers. We know that some services we provide cost us more than we collect. We can't raise fees right now, so we must make the process more efficien, and this is one way we can do that.

 

Commissioner Stasica asked about public notices. How would people find out about these sessions?

 

Osborne: Public notice would go beyond legal requirements (newspaper publication). Plus we're setting up an automated system where you can sign up for an email subscription and choose either events in your neighborhood only or items for the entire county.

An Ordinance of the Board of County Commissioners of Manatee County, Florida, amending a

Development Order pursuant to Chapter 380.06, Florida Statutes, and a determination of whether

the following changes constitute a Substantial Deviation to the Tara-Manatee Development of

Regional Impact:

 

1. Amend Map H to redistribute approved development as follows::

A. Add Subphase III-BB to allow for the transfer of 19,500 square feet of commercial from

Subphase III-R, or III-Z and III-V, or available residential units (or combination thereof), to

the southwest corner of State Road 70 and Tara Boulevard

B. Add Adult Assisted Living Facility use to Subphases III-R, III-U, III-AA, III-V, and III-Z.

C. Add Monopole Telecommunication Tower to Subphase III-R, III-U, III-V, and III-Z.

2. Add Exhibit D, an updated table of Permitted Commercial Uses by Parcel;

3. Add Exhibit E, a proposed Land Use Equivalency Table;

4. Amend the Development Order to reflect the two year extension of the Phase III buildout date to

coincide with provisions of SB 360, approved during the 2009 legislative session;

Item 4 - TWIN RIVER RED RECREATION AREA

 

Bob Gause of ZNS Engineering (with and for Twin Rivers developer Larry D’Urso):

 

All remarks are paraphrased unless enclosed in quotation marks.

 

Twin Rivers residents want more amenities including a larger Red House area. The original idea was to construct a fishing pier, and things ”kind of mushroomed from there.“ We already have 950 homes approved, and some hundreds already built. The Red House was built in 1920s as a single family house. Now the grounds used as a recreation area, with a grass canoe hand-launch ramp.

 

In 2001 we got Army Corps of Engineers (ACOE) approval to put in a boat ramp. We have recently talked with ACOE about building a fishing pier. ACOE wanted to see our entire plan first.

 

We're trying to minimize our environmental impact; we're working around trees and plan to keep the (existing) Red House access shell road and other pervious surfaces, and we are going to move our original boat ramp plan over at suggestion of a neighbor who pointed out some potentially hazardous underwater obstructions. We will also put up signs to warn boaters about underwater obstructions. This is a no-rise plan, too.

 

Commissioner Sheppard: What do you mean, no-rise?

 

Gause: No appreciable alteration in the ground levels. The Red House is already there. We plan a new restaurant building, but it will likely be on stilts.

 

Sheppard: What about rising sea levels?

 

Gause: Before this property is affected, downtown Bradenton will have a worse problem. We're more concerned about dam openings upstream; riverine floods... but the Red House is on a small bluff and has never flooded.

 

Sheppard: How big a boat do you see using this ramp?

 

Gause: up to 1.4 foot draft, ”which is most boats.“

 

(They discussed methods of measuring channel depths and the effect of boat traffic on underwater vegetation.)

 

Sheppard: What about manatees?

 

Gause: It's already a slow-speed zone. The Department of Fisheries and Wildlife has already said our plans will have no impact on manatees.

 

Sheppard – I still don't like that it's on septic, not a sewer. And what about dredging plans

 

Gause: We have no dredging plans; we're going to cut a little into the bank for the launch ramp. That's all.

 

Commissioner Belack: What about the (shell) access road? Is it too narrow? Isn't it just one lane?

 

Gause: – It's already approved by the fire district. They say it's wide enough for fire trucks. And we have pull-outs for passing .

 

Attorney Caleb Grimes (on behalf of Twin Rivers): This is part of the original recreation area planned for this community many years ago. This is not a ”big boat“ crowd. The area is ”rustic and beautiful,“ and we want to keep it that way, just as it's shown in the original site plan.

 

Sheppard: I still don't like an old-fashioned septic tank.

 

Grimes: This is an updated, new-style septic tank with with modern drain field, ”very well monitored and policed by the proper authorities to make sure it function correctly.“

 

Sheppard: I'm still concerned.

 

Stephanie Moreland, Planner: Are there any questions for staff?

 

Sheppard: I want to know how high-performance septic tanks compare with regular septic tanks.

 

Commission Chairman Richard Bedford: Maybe we should have a workshop. The Health Department is not here. (Another staffer, unintroduced, points out that the health dept has already approved the Twin Rivers septic tank plan.)

 

Commissioner Belack  moves for approval

 

Sheppard: I appreciate the work you've done, but I can't vote for this due to septic tank concerns.

 

Motion to approve is seconded, carries 5 – 1 with Commissioner Sheppard dissenting.
