Obama Nominates Three Judges to U.S. District Courts in Florida

Posted
Eight judges were nominated to Federal District Courts throughout the U.S. on Friday by President Barack Obama.

Three of those judges–William F. Jung, Patricia D. Barksdale and Phillip R. Lammens–would go to Florida District courts. Jung and Barksdale were nominated for the state's Middle District, while Lammens was nominated for the Northern District.

Jung co-founded Jung & Sisco, P.A. in 1993; he has been a partner at the firm since then. Prior to joining the firm, Jung graduated Vanderbilt University magna cum laude in 1980. In 1983 he completed law school at the University of Illinois, earning a Juris Doctor degree. The publication "Florida Best Lawyers" gave Jung its Lawyer of the Year honor for 2015; the publication states the honor is "based on particularly high level of peer recognition."

Barksdale has served as a U.S. Magistrate Judge in Florida's Middle District since November 2013. She graduated from the University of Florida, receiving a B.A. as well as a J.D. degree from the school. She has served as an Assistant U.S. Attorney in Florida's Middle District (eight years); Chairman of the Florida Bar's Federal Court Practice Committee; and President of the Jacksonville Chapter of the Federal Bar Association.

Lemmens became a U.S. Magistrate Judge for the state's Northern District in 2012. He also graduated from U.F. with a B.A. and J.D. His other accolades include serving as Trial Attorney to the U.S. Department of Justice's Tort Branch in its Civil Division. He also served as Assistant General Counsel to the City of Jacksonville and Assistant U.S. Attorney to the state's Middle District.

"There is a judicial emergency in the Middle District of Florida right now. Sen. (Marco) Rubio and I have conferred on these three nominees, and even in this highly-partisan environment, I’m hopeful that we can get them approved quickly," said Sen. Bill Nelson in a statement on Monday.

The five other judges nominated Friday include Todd E. Edelman and Florence Y. Pan for the District of Columbia; Regina M. Rodriguez for the District of Colorado; Patricia Timmons-Goodson for the North Carolina; and Anne Rachel Traum for the District of Nevada.

"Throughout their careers, these nominees have displayed unwavering commitment to justice and integrity," said the president in a statement. "Their records are distinguished and impressive, and I am confident that they will serve the American people well from the United States District Court bench. I am honored to nominate them today."
