PALMETTO – At Monday's City Commission meeting, members voted to leave the millage rate unchanged (flat) at 5.9671. Jeff Burton gave a presentation of the proposed revised Sutton Park. Burton said the final product will include a covered tennis court and covered basketball court.
Call to order, followed by a moment of silence and the Pledge of Allegiance.
Swearing-in of all persons intending to address City Commission.
1. CITY COMMISSION AGENDA APPROVAL
Action Request: Motion to approve the August 1, 2016 Agenda. – Approved, Unanimous
2. PUBLIC COMMENT
Public Comment: Comments shall be limited to two minutes. Commission does not generally take action on any matter raised during these public comments, but may direct the matter to be placed on the agenda of a future meeting, if appropriate.

4. TENTATIVE MILLAGE RATE (J. Freeman)
Please review Budget Version 2 as previously provided or available on the City’s website.
Action Request: Motion to approve a proposed aggregate millage rate of – 5.9671 – Approved, 3-2, Davis and Williams dissent.Williams said he thought of raising the rate by .25 to allow for an unintended emergency and Davis felt the same way. Williams said, "We are allowed to lower it, but not raise it if something happens."
5. 1st READ ORDINANCE 2016-10 REZONE (A. Tusing) (TAB 8)
AN ORDINANCE OF THE CITY OF PALMETTO, FLORIDA, PROVIDING FOR FINDINGS OF FACT; REZONING APPROXIMATELY 0.14 ACRES OF PROPERTY GENERALLY LOCATED AT 706 13TH STREET WEST, PALMETTO, FROM MULTIPLE FAMILY RESIDENTIAL (RM-6) TO BUSINESS AND LIGHT COMMERCIAL (CG); PROVIDING FOR REPEAL OF ORDINANCES IN CONFLICT; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE (Parcel ID #26302.0000/0; Property Owner: City of Palmetto)
Action Request: Motion to schedule Ordinance 2016-10 for a public hearing on August 15, 2016 at 7:00 p.m. or as soon thereafter as same can be heard in these Chambers. – Approved, Unanimous
6. TRAFFIC UPDATE
7. DEPARTMENT HEADS’ COMMENTS – CRA Director Jeff Burton presented commissioners with the finishing segment of Sutton Park. Finished are the restrooms, the covered viewing platform and the bricking of Main Street and the Veterans Memorial. The first project in the next segment will be the children's playground, then the quarter mile walk with benches and lights. Then the covered basketball court and covered tennis court. Burton said both courts will be able to accommodate a variety of bookings. Perimeter parking will also be added along with signage on the corner.
– Police Chief Scott Tyler said the "Summer Slam" went great. It is an event where the Palmetto Police along with MCSO (Manatee County Sheriff's Office) and Manatee County give kids backpacks and school material in them. Tyler said about 700 kids showed and in all was a great event.
– City Clerk Jim Freeman said because they didn't get to the workshop items, they would schedule a workshop next Monday (August 8th) at 6 p.m.

– Commissioner Davis said, "I want to ask the citizens to keep an eye out for who is backing into the benches at the boat house."
