BRADENTON --The school board tabled two budget proposals from the
superintendent disagreeing on the amount of cuts to the classroom and the
required employee furlough days. The board wants to see more reorganization,
across-the-board salary decreases as well as more savings. The board approved
an on-time retirement incentive and a new charter school contract. Twelve
seniors with perfect attendance were honored.

- Manatee Technical Institute
will present a high school firefighting class, Tech Prep Showcase project for
their National SkillsUSA competition notebook. These students
will present a seven minute PowerPoint presentation and demonstration of Thermal
Imaging Cameras.
- Students are working on
grants from various sources to acquire this equipment for use in our Fire
Academy classes.

- The Aspiring Leaders
Program is designed to provide a variety of experiences for individuals who
want to develop their leadership skills. Participants are required to
create an electronic portfolio documenting their experiences in the program,
develop a personal mission statement, engage in an interactive book study (The
7 Habits of a Highly Effective Family, author Stephen Covey), present a program
of interest to the group, complete activities on the Florida School Leaders
website, shadow other school leaders, participate in individual leadership
coaching, and complete and present an Issue Analysis.

Installation and Design, MCSD No. 11-0047-SM - p.35 (Unanimously
approved)
- The installation and design of
digital sound systems are on a needed-replacement-basis for systems that are in
need of repair or have failed. The district has standardized sound systems to
the Yamaha brand for all schools/sites. Currently there are two schools in need
of sound system replacement and or updating, Lakewood Ranch High and Bayshore
High School This bid is also being put in place for use "as
needed", for when sound systems fail at other schools.
- The replacement sound systems are
for school gymnasiums, auditoriums and cafeterias. Projected funds will only be
dispersed if the listed criteria in this executive summary are met. Projects
could range between $50,000.00 per year to $200,000.00 depending on the nature
of the project.

48. Approval of Transportation Agreement
Between the School Board of Manatee County and Chabad Lubavitch of Bradenton,
Inc. for School Bus Field Trip Transportation Services for the 2011-2012 School
Year - p.43 (Carries 4-0 Gause declining to vote because of personal
relationship with company)
- The Superintendent recommended
approval of the Transportation Agreement between the School Board of Manatee
County and the Chabad Lubavitch of Bradenton, Inc. for School Bus
Transportation Services for field trips during the 2011-2012 school year.
- Lubavitch will pay a $25.00 flat fee,
per trip, $21.10 per hour each day of service for the salary of the operator
and, if the Transportation Department determines that a attendant/aide is
necessary, $15.45 per hour for the salary of the school bus
attendant/aide. The community youth organization will also pay $1.66 per mile
traveled to cover bus-operating expenses.

49. Approval of Settlement in the Case of
Fredia Vining, Legal Guardian on Behalf of L.S.P., a Minor v. School Board of
Manatee County, Florida and Barbara Ryan, Case Number 2010-CA-1163 - p.74
(Unanimously approved)
- L.S.P. was a five-year-old ESE
(Exceptional Student Education) student at Palmetto Elementary School whose arm
was allegedly broken by his teacher on February 4, 2008. L.S.P.’s
guardian filed a lawsuit against the School Board and the teacher which was
served on the School Board on February 10, 2010. The Plaintiffs demanded
the statutory limits of $100,000.00.
- The Plaintiffs have since settled
with the teacher for $30,000.00, and demanded $25,000.00 from the School
Board. The Plaintiffs accepted the School Board’s counter-offer in the
amount of $12,500.00.
- The Superintendent recommends
settling the case for the amount of $12,500.00.

50. Approval of the Charter School Contract
Between The Lee Charter Foundation, Inc. dba Manatee Charter School, and the
School Board of Manatee County for the 2011-2016 School Years - p.77
(Unanimously approved)
- As
provided for in 1002.33, Florida Statutes, a new charter may be approved by the
School Board. An application for a new charter school was submitted by The Lee
Charter Foundation, Inc. Manatee Charter School and was approved, following an
appeal process, on May 20, 2011. The contract shall become effective July 1, 2011,
or upon signing by both parties, and shall be for a term of five years
commencing July 1, 2011, and ending on June 30, 2016, and will be eligible for
renewal.
- The
Lee Charter Foundation, Inc. Manatee Charter School will offer a program to students
in grades K-8 that will provide academic and co-curricular programs with
openings for 880 students.
51. Approval to Terminate the Employment of
Neil W. Nelson or Suspend Employee without Pay and Grant an Administrative Hearing,
if a Hearing is Requested - p.78 (Unanimously approved)
- Neil W. Nelson, a bus operator, requested
and was granted personal leave without pay. While on personal leave without pay,
bus operator Nelson was arrested on April 1, 2011. The superintendent,
therefore, is informed and has good cause to believe that Nelson is or has been
employed for pay while on personal leave without pay. Nelson has refused to respond to OPS
as directed violating School Board Policy 6.13(4) which requires that an
employee notify OPS within 48 hours of an arrest. The superintendent recommended
the termination of employment for Nelson.
52. Approval of the Early Release of
Technology Funding - p.80 (Unanimously approved)
- The Technology and
Information Services Department coordinates technology purchases to allow for
standardization of hardware, software and imaging of the systems. This
process also enables the district to realize substantial savings. Early
access to the capital outlay funds will allow orders to be placed in June for
delivery in July.
53. Approval of School Board Goals for 2011-12

The
School Board held a workshop to develop goals for a strategic plan. The goals
have been categorized into seven major areas; Attendance, Student Achievement,
