BRADENTON -- At Monday night's meeting, board members Julie Aranibar and Karen Carpenter opposed final plans to privatize four elementary schools' custodial staff, but the item passed 3-2. Aranibar and Carpenter also opposed an $85,000 increase in insurance consultant fees for the upcoming year, but that also passed 3-2. The board honored Manatee High School's football team for becoming 7A champions and will celebrate literacy week from Jan. 23-27.

- Dave Miner said there were errors in what he said and his quotes regarding redistricting were edited improperly at the last meeting (Dec. 12, 2011) in the official records. The board asked John Bowen said that statutes require the board to approve the minutes in the next meeting. Board chair Robert Gause wasn’t comfortable with approving the minutes as is, and moved to approve the minutes with Miner’s comments with an amended account verbatim.

10. Take Stock in Children Announces Thirty-Five New Scholars - p.15
- The Take Stock in Children of Manatee County program is proud to announce the thirty-five new scholars who have been selected to participate in the Take Stock in Children (TSIC) college scholarship and mentor program.
- The students, along with their parent or guardian have signed an agreement to remain drug-free, crime-free, maintain good grades and behavior and meet with a mentor on a weekly basis, on the school campus, during the school day. Take Stock in Children has a ninety-six percent success rate of keeping students in school, graduating high school, attending college and entering the workforce.

- On January 10, 2011, the Board approved the use of Pasco County School District contract for Employee Benefits Consulting Services with Siver Insurance Consultants for $75,000 per year through 2013. The School District of Manatee County retains independent consulting services by Siver Insurance Consultants to assist the Risk Management Department on a variety of employee benefits and risk management needs. Due to an increased need of utilizing the services for the facilitation of multiple request for proposals regarding major medical insurance, life insurance, broker of flexible benefit services, and Medicare and Retiree coverage’s, we are requesting the Board to approve an additional $25,000.00 for 2011, and an additional $85,000.00 for 2012

33. Approval to Transfer Balance in Cost of Issuance Subaccounts - p.34 (Unanimously approved)
- When the District incurs debt, funds are set aside to pay the cost of issuance related to that debt such as bond counsel fees, financial advisor fees, printing, etc. Balances remaining unspent can be transferred to the project account or lease payment account. The district trustee, US Bank, is recommending that they transfer any unused balances that remain in the cost of issuance subaccounts into, either, the project or lease payment accounts. According to the superintendent, will allow them to close the costs of issuance subaccounts and utilize the funds for the projects or lease payments. It will also eliminate the fees they incur for these accounts to remain open. This is the cost of issuance account that is open at this time, Series 2010 QSCB 19,253.53.
- ”This is not a long-term solution and now your asking us to keep pooring money in,“ said Aranibar.

34. Approval of the Audited Comprehensive Annual Financial Report as of June 30, 2011 - p.49 (Unanimously approved)
- The Governmental Accounting Standards Board has stated that every governmental entity, including school entities, should prepare and publish a Comprehensive Annual Financial Report (CAFR). The CAFR serves as the school system's official annual report and contains introductory information, schedules necessary to demonstrate compliance with finance-related legal and contractual provisions, and statistical data. The CAFR provides useful information for taxpayers, rating agencies, and investors resulting in a positive impact on debt issuances.
35. Approval of the Contract Between the School Board of Manatee County and SunLife Financial for Specific Stop Loss Insurance for the 2012 Plan, MCSD No. 12-0049-RH (Unanimously approved)
- First Florida Insurance Brokers (FFIB) has procured stop loss insurance for the School District for the past seven years. Currently FFIB purchases only specific stop loss insurance at a deductible of $425,000.00. Stop loss insurance provides the District financial reimbursement for claims exceeding the deductible.
- FFIB requested stop loss insurance quotes from the current provider, SunLife Financial, and three other companies. Costs were calculated based on the current number of employees and family members on the health plan. SunLife presented a quote with a 1.13 percent increase in premium (current year cost is $489,827.00). That quote was less than the three other companies. By increasing the Plan Contract Annual Maximum to $1,250,000.00, the School District will be protected further by limiting the annual exposure by purchasing an unlimited lifetime maximum reinsurance contract.
- The contract is recommended for award to SunLife Financial, Toronto, Canada, Florida Document No 803146.
- The Superintendent recommends approval of the contract between the School Board of Manatee County and SunLife Financial for specific stop loss insurance for the 2012 plan year with a $450,000.00 deductible at a cost of $4.14 per employee and $13.73 per employee plus one dependent or more and will be invoiced monthly based on monthly health insurance enrollment figures, as required, for the period of January 1, 2012 through December 31, 2012, in an amount not to exceed $495,343.00.
