BRADENTON -- BOCC Land Use Meeting
1. On the agenda is the The Paddocks Land Venture/ The Paddocks. Originally before the board in June of 2009, with a Preliminary Site Plan application for 264 residential units, on a 82 acre parcel of property located in Manateen County. That application has been approved. The project before the board for approving today is; the applicants construction of improvements at the intersection of Ellenton-Gillette Road and Mendeoza Road. -- Approved, Unanimous
2. Northwest Sector -- Amending and restating ordinance to the General development Plan. The project is east of Lakewood Ranch Boulevard, south of 44th Avenue East extension, west of Lorraine Road and north os S. R. 70.
The amending is to; relocate units, modify criteria, revise restricted land use and update table of legislative extensions. -- Approved, Unanimous
3. Central Park -- This project is located at Lakewood Ranch Boulevard, south of 44th Avenue East, north of Malachite Drive , and west of Pope Road, Bradenton and sits on 372 acres. The request is to approve and amend Zoning Ordinance and revised Preliminary Site Plan by amending the following: Increase number of units from 800 to 826, modify parcel boundaries, reallocate commercial footage, removing restrictions on land uses, and amend the ordinance to allow stated changes. -- Approved, Unanimous
4. River's Reach (Water's Edge) -- Amend Ordinance and the Preliminary Site Plan for the River's Reach Subdvision. The 249 acre site is north of the Manatee River and west side of North Rye Road, in Parrish.
Seeking approval to; increase residential number from 257 to 326, modify density from 1.03 to 1.31 dwellings per acre, modify lot size from minimum 80' wide to 52' and relocate recreational facilities. -- Approved, Unanimous
5. Ungarelli Environmental Reserve -- Approve a management plan for a Passive Recreational Park. The site is on the west side of Palma Sola Boulevard and consist of 35 acres. -- Approved, Unanimous
6. Veterinary Clinic and Service Station Land Development Code change -- (Continued from the Aug. 4, Sep. 1, and Oct. 6, 2011) Request to amend the Manatee Land Development Code regarding lot dimensions and gas pump location. Commissioner Joe McClash asked staff if "rules of redevelopment applied," Answer "no." -- Approved, Unanimous
7. Springfield Subdivision/ Shunn-Shion Chung -- (Continued from Aug.4, Sept. 1, and Oct. 6, 2011). Request amending the zoning atlas related to zoning within the unincorporated area: providing for a rezone of 12 acres on the north side of 25th Street East (Lyntnor Road) approximately 2,380 feet east of 80th Avenue East (Royal Palm Way), in Parrish. 8. Bearded Clam Dispute Resolution -- Sara Schenk, Deputy County Attorney -- The Bearded Clam Waterfront restaurant & Tiki Bar owners Terri Pulaski and Wesley Rose are seeking a reprieve from the temporary injunction the County Commissioners have put in place, that has them taking their live music indoors after 7 pm. Applicant submitted "Mitigation" proposal to comply to any and all sound ordinances, and agreed to rules and levels of noise below the currently allowed. Agreed to have all request shut down if found to not comply completely if "Injunction" is lifted. Commission felt too many times they weren't able to comply and that was the reason for the injunction to start with, so weren't convinced measures could be met. Under public comment the numbers were two to one against allowing the establishment to have live outdoor music after 7 pm. Applicants submitted mitigation proposal to drop the injunction, Commissioner McClash entered a motion to not accept mitigation terms. McClash's motion was seconded, and passed, vote 4 to 3, dissent - Bustle, Whitmore and Hayes
