PALMETTO -- At Monday's City Commission meeting, members voted to move one step away from their proposed Capital Funding and Rate Increase for their Water and Sewer Financial Plan. In other business, commissioners approved all-way stops at 9th Avenue and 5th Street West and at 11th Avenue and 5th Street West.

Action Request: Motion to authorize the installation an all-way stop at the intersection of 9th Avenue and 5th Street West. -- Approved, Unanimous

5.  1st READ MASTER UTILITY ORDINANCE NO. 2013-14 (A. Tusing/J. Freeman)

AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF PALMETTO, FLORIDA, PROVIDING FOR FINDINGS OF FACT; PROVIDING FOR REPEAL OF CHAPTER 29 “MASTER UTILITY SYSTEM REGULATIONS”, SECTIONS 29-1 THROUGH 29-44; PROVIDING FOR A NEW CHAPTER 29 "MASTER UTILITY SYSTEM REGULATIONS", SECTIONS 29-1 THROUGH 29-44;  PROVIDING FOR DEPOSITS AND CONNECTION CHARGES; PROVIDING FOR UTILITY USAGE CHARGES; PROVIDING FOR PAYMENT TERMS; PROVIDING FOR READINESS TO SERVE CHARGES; PROVIDING FOR ENFORCEMENT AND PENALTIES; PROVIDING REMEDIES; PROVIDING FOR APPLICABILITY, RATIFICATION, PRESERVATION AND RESERVATION OF RIGHTS AND OBLIGATIONS; PROVIDING FOR SEVERABILITY; PROVIDING FOR REPEAL OF ORDINANCES IN CONFLICT; AND PROVIDING AN EFFECTIVE DATE.

Action Request: Motion to schedule a public hearing for Ordinance No. 2013-14 on October 21, 2013 at 7:00 p.m. or as soon thereafter as same can be heard and direct staff to advertise for same. -- Oct. 21, vote to include option #1 & #2 -- Approved, 4 to 1, Smith dissent 

 Commissioner Smith wants extension from 45 day cut off date to 60. (full story to follow)

6.  1st READ ALCOHOL SALES ON CITY PROPERTY ORDINANCE NO. 2013-15 (M. Barnebey)   

AN ORDINANCE OF THE CITY COMMISSION FOR THE CITY OF PALMETTO, FLORIDA, AMENDING THE PALMETTO CODE OF ORDINANCES; PROVIDING FOR AMENDMENT OF THE REGULATIONS FOR THE SELLING AND CONSUMPTION OF ALCOHOLIC BEVERAGES WITHIN THE CITY LIMITS; PROVIDING FOR AN AMENDMENT OF THE REGULATIONS TO ALLOW SALE OF ALCOHOLIC BEVERAGES WITH A SPECIAL FUNCTION PERMIT; PROVIDING FOR REPEAL OF ORDINANCES IN CONFLICT; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE.

Action Request: Motion to schedule a public hearing for Ordinance No. 2013-15 on October 21, 2013 at 7:00 p.m. or as soon thereafter as same can be heard in these chambers and direct staff to advertise for same. -- Open container, identification and insurance to be included in vote. Recommendation to take out the non-profit only clause from the proposal will be discussed at workshop -- Approved, 4 to 1, Varnadore dissent. Commissioner Varnadore doesn't want the ordinance to state a "Piece Meal" (each request to be voted on separately)

Williams -- We need more info on the open container issue. I passed the parking code out. Handicap parking violation tickets are $100 elsewhere and can be up to $250 -- Chief Wells said the county is $188; ours should be there.

Smith -- CRA Community Meeting Oct. 10. 2013 at 7:00 p.m. at the Plametto Youth Center 501 17th Street West, Palmetto Youth invited, hot dogs and refreshments provided.
