Motion to adopt 4-A -- an amendment to the budget resolution, and 4-B, an amendment to the Special Function permit for the 4th of July event -- Approved, 3 to 2. Varnadore and Cornwell dissent.  The Rotary wanted to be able to sell alcohol in the park at the 4th of July event with proceeds going to the city. The budget had to be amended to allow for such revenue. Commissioners Varnadore and Cornwell were completely against bringing the item up at the eleventh hour, just weeks before the 4th of July event. Both claim that the city did not vet or prepare for the Rotary Club sales of wine and beer with all of the criteria needed for such an event.
