Palmetto City Commission Agenda Results: July 21, 2014

PALMETTO -- At Monday's Palmetto City Commission meeting, members voted to approve the first of three meetings that would keep the Aggregate Millage Rate at $5.7171, the same as the year prior. Members were also joined by the entire group of Boy Scouts from Troop 10 who are working on their Eagle Scout badges and are required to attend a government meeting. The commission was also graced with the company of the Palmetto 10-11 year old girls softball team. They are undefeated state champions, and their next stop will be in Hedgesville, West Virginia where they are one of 18 teams competing for a national title.

4. 1st  READING ORDINANCE 2014-14 COMPREHENSIVE PLAN AMENDMENT (J. Burton)

AN ORDINANCE OF THE CITY OF PALMETTO, FLORIDA, AMENDING THE 2030 PALMETTO COMPREHENSIVE PLAN, ORDINANCE 2010-01, AS AMENDED; AMENDING AND ADDING DEFINITIONS; AMENDING THE FUTURE LAND USE ELEMENT, THE TRANSPORTATION ELEMENT, THE COASTAL MANAGEMENT ELEMENT, THE CONSERVATION ELEMENT, THE PARKLAND OPEN SPACE, AND RECREATION ELEMENT, AND THE PUBLIC SCHOOL ELEMENT; PROVIDING FOR AMENDMENTS RELATED TO THE COMMUNITY REDEVELOPMENT AREA; PROVIDING FOR UPDATES; PROVIDING FOR A CODIFIED COMPREHENSIVE PLAN; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE.

Action Request: Motion to schedule a public hearing for Ordinance 2014-14 on August 4, 2014 or as soon thereafter as same can be heard in these chambers and direct staff to advertise for same. -- Approved, Unanimous

4-A,  David Gustafson Director Bradenton Downtown Development Authority asked the commission to make a motion for the City of Palmetto to continue to work with Bradenton to advance the plans for a Boat Regatta on the Manatee River. A request will be made to close down the north lanes of traffic on the Green Bridge the day of the race. Future meetings prior to the race and proper approvals will become items on future agendas. Motion to work with staff in preparation for the event -- Approved, Unanimous

5.  APPROVAL:  PROPOSED AGGREGATE MILLAGE RATE (J. Freeman)

Action Request: Motion to approve a proposed aggregate millage rate of $5.7171 mills and to schedule a 1st Public Hearing on September 8, 2014 (tentative budget hearing) and a 2nd Public Hearing on September 22, 2014 (final budget hearing) for FY 2014-2015. -- Approved, Unanimous

7.  ASR WELL UPDATE  -- Tusing said within the next month or two they will be done and it will be time to celebrate.  

8  DEPARTMENT HEADS’ COMMENTS -- 

Chief Wells -- We are going to have a peace walk and we are asking for help and participation from the community. Starts at 10 a.m. at 4th Ave. to 11th Street Dr This Saturday, July 26th.. 

Freeman -- As a follow-up on the CIT report. We will start in September taking online, counter checks and automatic deposits for utilities at no cost to the customer. The city will pay 75 cents for each transaction.

CRA Burton -- CRA is starting the park maintenance, in addition to what the city does. We will start with the 5th Street LID project and Sutton Park. We won the State Impact Alternatives award from the Florida Redevelopment Association. This is the CRA's fifth award in various categories. Burton added, "We have had a record year in grants."

10.  COMMISSIONERS’ COMMENTS -- 

Williams -- The recent collision in the papers listed Palmetto as the location when it is the North County where the accident was. The papers should know that. Chief Wells said "Commissioner, they go by the zip code, that was a Palmetto zip."

Davis -- I want to thank everyone that attended the CRA FRA course two weeks ago.

Cornwell -- Wanted to clarify why she sometimes questions the agenda items. "I'm not pro or con on the matters, I just think the people need to know when something is going before the board so they have a chance to participate; if they don't it breeds mistrust. Secondly, it is important to make sure there is a 30-day period before we approve a special function permit."

Smith -- Great to see the walk bridge at MLK Park done really nice.
