PALMETTO — At Monday's Palmetto City Commission meeting, commissioners voted to approve a tentative millage rate and a tentative fiscal 2015 budget. In other business, commissioners voted to amend the future land use map allowing a 13-acre parcel of the Bradenton Area Convention Center property to be available to build a hotel.

Call to order, followed by a moment of silence and the Pledge of Allegiance.

4.  PUBLIC HEARING—TENTATIVE MILLAGE RATE AND TENTATIVE FISCAL YEAR 2015 BUDGET (J. Freeman)

Open the public hearing to discuss the tentative millage rate and tentative FY 2015 budget.

A.  RESOLUTION NO. 2014-16 (to be read in its entirety)

A RESOLUTION OF THE CITY OF PALMETTO OF MANATEE COUNTY, FLORIDA, ADOPTING THE TENTATIVE LEVYING OF AD VALOREM TAXES FOR THE CITY OF PALMETTO FOR FISCAL YEAR 2015; AND PROVIDING AN EFFECTIVE DATE.

The City is tentatively adopting a FY 2015 millage rate of 5.7171 per $1,000 of taxable value, which is 2.29 percent greater than the roll-back rate of 5.5889. 

The taxable value in the City for the FY 2015 budget is $682,858,047 which represents a increase of 4.04 percent compared to the prior year.

The overall City-Wide budget is $24,128,288 which is 6.56 higher than last year. The General Fund budget is $9,745,457. Additional revenues are being used to fund capital expenditures and personnel cost.

B.  RESOLUTION NO. 2014-17 (to be read in its entirety)

Action Request: Motion to adopt Resolution 2014-17. -- Approved, 4-1, Smith dissenting.     

5.  1st. PUBLIC HEARING ORDINANCE 2014-11 MARIJUANA DISPENSARIES (M. Barnebey)

AN ORDINANCE OF THE CITY OF PALMETTO, FLORIDA, AFFECTING THE USE OF LAND IN THE CITY OF PALMETTO; PROVIDING FOR AMENDMENTS TO THE ZONING CODE RELATED TO MEDICAL MARIJUANA DISPENSARIES; SETTING FORTH DEFINITIONS, STANDARDS AND REGULATIONS FOR MEDICAL MARIJUANA DISPENSARIES; PROVIDING FOR CONFLICT; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. .

12.  COMMISSIONERS’ COMMENTS -- All of the commissioners wished City Commissioner Smith congratulations and good will with his new Manatee County Commissioner Job. Smith thanked them all and said the victory went to them as well, because his victory was earned at the Palmetto Commission.
