Palmetto City Commission Meeting Agenda Results: 1/28/2013

PALMETTO -- At Monday's meeting, commissioners said they are ready to receive a contract from the county for the ball field agreement, then vote to approve and send it back with a check next Monday. The commission also voted not to close down 10th Avenue for a Special Function Permit, citing merchant complaints. Mayor Bryant reported that her petition to keep the old "Manatee Civic Center" name for the local convention center now has more than 300 signatures.

3.  PUBLIC HEARING CONDITIONAL USE PERMIT NO. 2012-09 (L. Lyn)

Application by Old Florida Investments, Inc., located at 619, 621, & 623 11th Street West and 1010 & 1012 7th  Avenue West.

Open the public hearing.  Close the public hearing after public comment. Motion to include previous meeting's stipulations -- Approved, Unanimous

Action Request: Based upon the evidence presented at the public hearing and finding the request to be consistent with the City of Palmetto Comprehensive Plan and Code of Ordinances herein, I move to approve CU 2012-09 for farm worker housing located at 619, 621, & 623 11th Street West and 1010 & 1012 7th Avenue West subject to the stipulations contained in the staff report, and including a waiver of the parking requirement in Section 28-78(b)(1) of the City Code of Ordinances. -- Approved, Unanimous

4.  PUBLIC HEARING TRAFFIC REGULATION (A. Tusing)

Installation of four-way stops at 12th Street West and 20th through 23rd Avenue West and a three-way stop at 12th Street and 18th Avenue Drive West.

Action Request: Motion to approve the traffic regulation to install four-way stops at 12th Street West and 20th, 21st, 22nd, and 23rd Avenue West and a three-way stop at 12th Street and 18th Avenue Drive West. --  Approved Unanimous

5. PUBLIC HEARING: ORDINANCE NO. 2013-01 (M. Barnebey)

AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF PALMETTO, FLORIDA, AMENDING THE PALMETTO CODE OF ORDINANCES, CHAPTER 26, SUBDIVISIONS; PROVIDING FOR AMENDED SUBDIVISION REGULATIONS; PROVIDING FOR REPEAL OF ALL ORDINANCES IN CONFLICT; PROVIDING FOR SEVERABILITY; AND PROVIDING AN EFFECTIVE DATE.

6.  RESOLUTION NO. 2013-04 (A. Tusing)          

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF PALMETTO, FLORIDA, CONSENTING TO AND APPROVING THE TRANSPORTATION POST PROJECT MAINTENANCE AGREEMENT BETWEEN FLORIDA DEPARTMENT OF TRANSPORTATION AND THE CITY OF PALMETTO; AUTHORIZING THE MAYOR TO EXECUTE SAID AGREEMENT; AND PROVIDING AN EFFECTIVE DATE.

Action Request: Motion to adopt Resolution No. 2013-04. -- Approved, Unanimous

7. RESOLUTION NO. 2013-05 (J. Freeman)          

A resolution of the city commission of the city of palmetto, florida, amending resolution No. 2012-27, which resolution adopted the budget for fiscal year 2012-2013, and providing for an effective date.

Action Request: Motion to adopt Resolution No. 2013-05 -- Approved, Unanimous

8.  DECEMBER CHECK REGISTER (Informational Only)            

9. BASEBALL FIELD UPDATE --  The city will receive an agreement from Manatee County next Monday, and will vote on it then. The County requested payment ($800,000) which will be held by the Clerk of the Court, who will then provide expenditure reports.

10. ASR WELL UPDATE -- The pump tested with good results. Further tests will determine performance with increased volume. 

11. DEPARTMENT HEADS’ COMMENTS -- Captain Rick Wells gives credit to officer Rogers for his excellent work in breaking the snatch and grab bandit who alluded Manatee and Sarasota County authorities. 

12. MAYOR’S REPORT -- Mayor Bryant received a petition with over 300 names supporting the return of the name "Manatee Civic Center" for what is now being called the "Bradenton Area Convention Center". The Mayor also commended Commissioner Smith for the "Humanitarian Award" he received at the Martin Luther King Day event, and reported that the MPO elected a new vice-chair, Manatee County Chairman Bustle, who is also Palmetto's former mayor.

13. COMMISSIONERS’ COMMENTS -- 

Williams -- Mark Becker wants trees (most likely oaks) removed and a hedge put in to replace them at the marina.

Smith -- Thanks the Mayor, Chief  Wells and Commissioner Davis for coming to the MLK event. 

Davis -- Reported that he was the Jelly ribbon winner at fair. "I suggest everyone enter something."
