Sarasota/Manatee MPO Agenda Results: 10/28/2013

LAKEWOOD RANCH -- At Monday's MPO meeting, members voted to accept the requested 15th Street extension north to U.S. 41 and 44th Ave to the DeSoto Mall, and FDOT rejected the additional request by MPO members to extend the 15th Street project south past Tallevast Rd. to University Parkway, as proposed. In other business, Michael Howe reviewed the State and Federal Legislative Priorities proposed by MPO members.

 

Call to Order

I. OPEN TO THE PUBLIC 

(Items not on the agenda) -- Ronny Snider Jr., wants the MPO to consider funding the parts of University Parkway that lack safety lighting. 

II. CAC/TAC CHAIR'S REPORT

The Chairs of the Citizen Advisory Committee (CAC), Ken Maturo, and Technical Advisory Committee (TAC), Sage Kamiya, will update the MPO on those committees’ activities and provide the MPO Board an opportunity to direct questions. -- TAC last met on Oct. 14, and approved two recommendations: 1. Adopt the MPO's 2013 -- 2014 and 2017 -- 2018, budget. 2. Adopt the Transportation Park and Ride proposal.

III. FDOT REPORT

FDOT will provide the MPO with an update on activities and issues and provide the MPO Board members an opportunity to direct questions. -- Department of Transportation Community Liaison, Roxanne Lake, reported that the traffic light Commissioners Bustle and Benac recommended be installed on 7th. Street East and U.S. 301, in Palmetto, did not qualify, and would not be installed, because the crash data didn't support it. Lake also reported the FDOT will not support putting signs on I-75, to notify drivers of Benderson Park and the rowing facility. MPO Board members motioned to request FDOT to reconsider their request -- Approved, Unanimous 

IV. MPO EXECUTIVE DIRECTOR’S REPORT

The MPO Executive Director, Michael Howe, will update the Board Members on activities and issues. -- Howe reviewed the six MPO's State Legislative Priorities and the MPO's four Federal Legislative Priorities. -- (full story to follow).

V. CHAIR’S REPORT

The MPO Chair, Sarasota County Commissioner Nora Patterson, will update the Board Members on activities and issues. -- No Report

VI. CONSENT SECTION All matters listed under the Consent Section are considered to be routine and will be enacted by one motion. There will be no separate discussion of these items.  If discussion is desired by an MPO Board member, that item will be removed from the Consent Section and will be considered at the end of the section.

1. Approval of Meeting Minutes

Staff will seek a motion to approve the September 23, 2013 Meeting Minutes of the Sarasota/Manatee MPO Board meeting. -- Approved, Unanimous

2. Manatee County Transportation Disadvantaged (MTD) Local Coordinating Board (LCB) Appointment

Staff will seek a motion to approve the appointment of Ms. Susie Doran as the Economically Disadvantaged representative on the Manatee Transportation Disadvantaged LCB. -- Approved, Unanimous 

VII. ADVERTISED PUBLIC HEARING 

1. Amendments to the FY 2013/2014 – 2017/2018 Transportation Improvement Program (TIP) 

Staff will present TIP Amendments as requested by FDOT. -- Board voted to accept the FDOT recommended Amendments, and will discuss before final vote at the Dec. 16 meeting. -- Approved Unanimous -- (full story to follow).

Note: This item requires a vote by the show of hands.

VIII. BOARD ACTION  

1. Sarasota/Manatee MPO’s 2014 Legislative Positions

Review, discuss and adopt recommendations of the MPO Legislative Committee. -- Approved, Unanimous

2. Park and Ride Strategic Implementation Plan

Presentation and adoption of the updated Regional Park and Ride Study -- Board not pleased with locations, wants to discuss further. Both of the private parking and the public (schools) parking lots selected by  Renaissance VP, Whit Blanton, looked to be problematic. Board voted to have Blanton return with further modifications to the selected stops -- Approved, Unanimous. 

IX. REPORTS AND PRESENTATIONS (May Require Board Action)

1. Manatee County Area Transit’s (MCAT) Transit Development Plan

Presentation on the new Manatee County Transit Development Plan.

2. 15th Street East (Manatee County) Project Development and Environment (PD&E) Study   Project Limits -- FDOT looked at a recommendation to take the PD&E Study extension proposed by the MPO Board, and proposed extending the project from 53rd. Ave. East (SR70), on 15 Street, North to  301 Blvd. East to U.S. 41. -- Approved, Unanimous -- (full story to follow)

Discussion of possible project study area expansion.

X. COMMITTEE REPORTS

1. Tampa Bay Area Regional Transportation Authority (TBARTA)

2. Bicycle/Pedestrian/Trails Advisory Committee (BPTAC) Report  -- Last meeting was Oct. 7, where BPTAC member Ed Goff requested wider and safer bike lanes.

XI. MEMBER COMMENTS -- None

XII. NEXT MEETING DATE

The MPO will not meet in November; the next meeting will be held December 16, 2013 at the Holiday Inn, 8009 15th Street East, Sarasota, Florida, 34240.
