Sarasota/Manatee MPO Agenda Results: 1/27/2014

VENICE -- At Monday's MPO meeting, members approved A TIP Amendment extending the Project Development and Environment study for the Manatee County 15th Street extension to U.S.41 Complete Streets Project. The MPO board also added two new members to the Citizens Advisory Committee.

II. CAC/TAC/BPTAC CHAIR'S REPORT

The Vice Chair of the Citizen Advisory Committee (CAC), Joe Justice, and the Chairs of the Technical Advisory Committee (TAC), Alex Davis Shaw, and Bicycle/Pedestrian/Trails Advisory Committee (BPTAC), Claude Tankersley, will update the MPO on those committees’ activities and provide the MPO Board an opportunity to direct questions. -- Joe Justice was unable to attend, MPO Planing Manager David Hutchinson presented the CAC update to the Board. -- Hutchinson said the CAC board last met January 9, and that they approved of the TIP Amendment plan that was going before the MPO Board the same day. The Director of Public Works for the City of Bradenton, Claude Tankersley, reported the BPTAC is now going to focus on "Safety" issues. Tankersley said now that the mapping is done the BPTAC was going to find ways to convey the need and preventative measures for safe travel. Tankersley wanted to thank Robert DiSabatino and Paula Wiggins for their great work. 

III. FDOT REPORT

FDOT will provide the MPO with an update on activities and issues and provide the MPO Board members an opportunity to direct questions. -- Florida Department of Transportation Secretary Billy Hattaway said he is waiting on the I-75 network; hasn't heard anything yet on the U.S 41 and 10th Street roundabout. Hattaway said Bustle's landscape in Parrish is a stand-alone project and that the county will soon get the contract for it to take over maintenance once the project is finished. 

 

IV. MPO EXECUTIVE DIRECTOR’S REPORT

        The MPO Executive Director, Michael Howe, will update the Board Members on activities and issues. -- Howe reminded members and attendees that copies of the 2014 Florida Metropolitan Planning Organization Advisory Council (MPOAC) literature on its Legislative Priorities and Policy Positions was on the table in the lobby. Howe also mentioned the MPOAC Weekend Institute Conference May - 30 to June -1, 2014 at the Renaissance Hotel International Plaza Tampa Florida. 

 

V. CHAIR’S REPORT

        The MPO Chair, Manatee County Commissioner Larry Bustle, will update the Board Members on activities and issues. -- MPO Chairman Larry Bustle said it was his first meeting as Chairman, and he didn't have anything to report. 

VI. CONSENT SECTION All matters listed under the Consent Section are considered to be routine and will be enacted by one motion. There will be no separate discussion of these items.  If discussion is desired by an MPO Board member, that item will be removed from the Consent Section and will be considered at the end of the section. 

1. Approval of Meeting Minutes

Staff will seek a motion to approve the October 28, 2013 and December 16, 2013 Meeting Minutes of the Sarasota/Manatee MPO Board meeting.

2. Appointments to the Citizen Advisory Committee (CAC)

MPO ratification of appointments to the CAC of Mr. Larry Mau and Mr. Jordan Leep from Manatee County.

VII. ADVERTISED PUBLIC HEARING 

Please note that the following public hearing items were scheduled for 9:45 a.m. or reasonably thereafter and have been advertised accordingly.

1. Amendment to the FY 2013/2014 – 2017/2018 Transportation Improvement Program (TIP) 

Staff will present a TIP Amendment as requested by the Florida Department of Transportation (FDOT) related to the expansion of the scope of 15th Street East (Manatee County) Project Development and Environment (PD&E) to extend 

northward from SR 70 to US 41 along US 301. -- Approved, Unanimous

Note: This item requires a vote by the show of hands.

2. Long Range Transportation Plan (LRTP) Amendment

FDOT is requesting to amend the LRTP to extend the limits of the 15th Street Project Development and Environment 

(PD&E) Northward to US 41 (along old US 301). --  Approved, Unanimous

VIII. BOARD ACTION  

There are no reports or presentations scheduled. -- No action

IX. COMMITTEE REPORTS

1. Tampa Bay Area Regional Transportation Authority (TBARTA) -- Commissioner Benac said she heard that a merger (on MPOs) would create too many liabilities.

XI. NEXT MEETING DATE

No meeting in February; the next meeting will be held March 24, 2014, location to be announced.
