With Raheem Morris in charge for the first time in the regular season, Tampa Bay fell behind 6-0 in the first quarter on two Dallas field goals, and took the lead briefly 7-6.
But the Cowboys came back with 14 unanswered points in the second and third quarters.
Despite a fourth-quarter effort by the Buccaneers in which they scored 14 points, Dallas's 14 points in the fourth quarter left Tampa Bay in the loss column even as a final 74-yard drive in the closing minutes led to a score.
