When the quality that is most valued in a commissioner is the willingness to "play ball," you get less capable candidates. They are focused on securing their funding and they are there to make money for those that provide that funding.

And if the standard practice is to release water ahead of the storm, and that did not happen, then they are in fact responsible for what happened.
