Palmetto City Commission Agenda Results: 3/17/2014

PALMETTO -- At Monday's meeting, commissioners approved a Personnel Policy for city workers, approved a motion to negotiate an RFP contract for garbage and trash pick-up on April 21, and in other business, City Commissioners again requested the precinct list from the Supervisor of Elections.

Public Comment: Comments shall be limited to two minutes.  Commission does not generally take action on any matter raised during these public comments, but may direct the matter to be placed on the agenda of a future meeting, if appropriate.

Action Request: Motion to approve the March 17, 2014 Consent Agenda -- Approved, Unanimous (item A - 2 - a was pulled from agenda)

4.  PUBLIC HEARING ORDINANCE 2013-16 PERSONNEL POLICY (J. Freeman)

AN ORDINANCE OF THE CITY COMMISSION FOR THE CITY OF PALMETTO, FLORIDA, PROVIDING FOR FINDINGS OF FACT; PROVIDING FOR AMENDMENT OF THE CITY CODE OF ORDINANCES TO ESTABLISH A NEW PERSONNEL POLICY; PROVIDING FOR APPLICABILITY; PROVIDING FOR THE REPEAL OF PALMETTO CITY ORDINANCE 05-846 OF THE CITY OF PALMETTO CODE OF ORDINANCES; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE.

Re-open the public hearing from March 3, 2014. 

Close the public hearing after public comment.

Action Request: Motion to adopt Ordinance 2013-16. -- Approved, Unanimous

8  DEPARTMENT HEADS’ COMMENTS -- 

City Clerk, Jim Freeman -- said he would like to thank the commission for supporting the Personnel Policy and that he is waiting on the polling precinct information. Freeman said he hasn't received the list.   

Public Works -- Allen Tusing suggested a motion be made to move the waste reimbursement balance of $ 30,687.92 into Capital Improvement Fund for Waste Water -- Approved, Unanimous

9.  MAYOR’S REPORT -- None

10.  COMMISSIONERS’ COMMENTS --

Williams -- Williams said they have been waiting since October for the "smoke testing,"  Tusing said it would happen soon. Williams also asked Freeman if he had received the list of precincts being cut by the Supervisor of Elections, Freeman said no. Williams suggested the city request the list again.

Varnadore -- said she wanted to make sure that the lane closure on Manatee Ave. was definitely not the reason traffic keeps backing up through Palmetto." 

Davis -- Made a motion to temporally extend the Waste Management contract for 2 1/2 years from contract expiration. Tusing said it was a surprise to him, that he had been working on the RFP, and it would soon be done. Motion to bring the contract back at the April 21, 2014 meeting. Williams suggested they hold a workshop on it the same day. -- Approved, Unanimous

Cornwell -- None

Smith -- said he saw that County Commissioner Baugh is attempting to get $60 million in state and county funds for the University Parkway and I-75 intersection. Smith added, "What about our needs?"
